Nah. Toyota is the daddy right now. They have the most experienced team , the most money and a head start in the development of the new car.

easy to be the ‘daddy’ when the only one in their class but we don’t know how long Peugeot has been developing theirs, could’ve started as soon as regs came out

Meh. Audi went solo from 2000 until Peugeot came along, too. And then again until Toyota seriously got a team together.
The Peugeot project has been approved only this month: http://www.dailysportscar.com/2019/11/22/peugeot-hypercar-update.html
The truth is that in endurance, when you have more than a couple of manufacturers, the budgets ARE gonna skyrocket. Hopefully this time around they'll do a better job with keeping costs in check.
